CAP EMERGENCY SERVICES TRAINING AND OPERATIONAL MISSIONS

This regulation prescribes concepts, policies, and standards that govern all Civil Air Patrol (CAP) supervisory, ground, and flight personnel in the training, qualification, and execution of CAP operational missions. Practices, procedures, and standards prescribed in this regulation are mandatory and may not be supplemented or changed locally without the prior approval of NHQ CAP/DO. Additional guidance is found in CAPR 60-1, CAP Flight Management; CAPR 60-5, Critical Incident Stress Management, CAPR 60-6, CAP Counterdrug Operations, and other directives governing specific CAP policies. Forward all suggestions for modification and improvement of the program through channels to NHQ CAP/DO. Note: This regulation is revised in its entirety.

SUMMARY OF CHANGES.
The entire regulation is completely revised, to eliminate information duplicated in other CAP regulations, improve readability, and incorporate interim change letters. Though significant changes have been incorporated, this regulation is only an interim measure to bridge the gap until CAPR 60-3 and CAPR 60-6 are combined into one regulation that encompasses guidance for all operational missions. This revised regulation is 14 pages shorter than the previous version. To accomplish that, some of the sections from the previous CAPR 60-3 are now posted online on the NHQ CAP/DOS website. We will continue to seek ways to shorten the combined 60-3/60-6 regulation as it is being drafted to follow the standard that was established with the latest revision to CAPR 60-1.

IMPORTANT:This new version contains a completely revised CAP Form 104 for pilots and crew members. The new Form 104 consists of 4 pages with an accompaning instruction sheet and can be downloaded on eServices thru the National Web Site. It is dated Aug 09 meaning it can be used immediately.

The current 104 becomes obsolete on 30 Sept 09.

Emergency ServicesGroup 5 will be hosting the ICS 400 course May 11-12 at Group 5 headquarters, University Park Airport, State College PA.

Class will run from 6pm to 10pm both days.

The course is free, but advance registration required.

SQTR Submission Procedure

One of the most frequently asked questions to unit commanders and ES officers is the correct procedure for submitting qualifications in eServices and getting approval at the appropriate level. Capt. Schlosser of the Wellsboro squadron has put together a flow chart to help units and members in submitting their SQTR's.



Step 1: Complete the SQTR and get the required signatures from your unit commander AND the appropriate mission staff. DO NOT USE the eServices generated SQTR. It is for REFERENCE ONLY. You must use the real form with the signature block located here: https://ntc.cap.af.mil/es/sqtrs/sqtrs.cfm

Step 2: Enter your tasks into eServices and email a scanned copy of the SQTR to the Group ESO.

Step 3: The unit commander or ESO will validate the tasks. Validation at the unit level is REQUIRED before the Group ESO will see the tasks in the Group submission queue. The unit files the members completed SQTR in the members CAPF 114 file.

Step 4: The Group ESO compares the the submitted SQTR against the eServices submissions and checks for proper completion, mission requirements, and trainer qualifications. If the training has been completed properly and signed off by a qualified trainer using a valid mission number, the tasks are approved and forwarded to Wing along with copies of the SQRT. If the submission fails validation, the SQTR's are returned to the member and validation is declined.

Step 5: Wing validates the submitted tasks and approves.

Step 6: Qualifications appear on the members 101 card.

NTSB Probable Cause Report for Mission 06M2159A (Snow Shoe, PA)

Emergency ServicesThe National Transportation Safety Board has released their Probable Cause report for the plane crash near Snow Shoe, PA, that occurred on 10-Nov-06. The NTSB has found the determining factor of the crash to be "The builder's improper installation of an additional alternator."

NTSB Releases Probable Cause for Glider Crash at Centre Airpark

Emergency ServicesThe National Transportation Safety Board has released their probable cause for a glider crash that occurred at Centre Airpark on July 1, 2007. The report was released nearly a year later and listed the probable cause of the accident as "the pilot's inability to maintain control of the glider for undetermined reasons". National Incident Management System (NIMS) Training

Emergency ServicesThe national board recently approved training requirements for NIMS compliance and an announcement was made a few weeks ago to encourage members to begin training as soon as possible. Achievements and tasks to track the NIMS requirements to complete IS-100, IS-200, ICS-300, ICS-400, IS-700, and IS-800 are now available in Ops Quals, and reports will soon be available. The achievement entry tools available in Ops Quals can be used to enter completion of NIMS training. The training will be validated at the unit level. Some members may have completed this training in the past but it will all still need to go through the Ops Quals validation process to make sure the training has been completed per DHS requirements. Data Entry - Where you will enter the information for Cadet Promotions.
Approvals - Where the Commander or designee will approve promotions and awards.
Reports - You can view reports about Cadet Promotions information.
Administration - Where the Commander or designee can enter prior achievements.
