MEMORANDUM FOR ALL NATIONAL CADET SPECIAL ACTIVITY DIRECTORS, REGION AND WING ENCAMPMENT COMMANDERS, AND PARTICIPATING CADETS

SUBJECT: Interim Change Letter-Increased Safety Requirements for Cadet Activities

1. As you are well aware, we are committed to developing a strong safety program for our organization. Moreover, we are committed to embedding a safety "culture" in the accomplishment of all missions entrusted to us by Congress and the United States Air Force. Accordingly, I asked members of my National Staff, from a variety of functional areas, to recommend additional safety training and requirements for National Cadet Special Activities (NCSAs) and Wing and Region Encampments. I have elected to do so in the best interests of the health, safety, and general welfare of our youth and our adult volunteer leaders. I realize these requirements are comprehensive and shortnotice, so please accept my sincere thanks in advance for your patience and cooperation. NCSA Directors and Wing and Region Encampment Commanders will appoint a Safety Officer to assist in accomplishing the requirements outlined below, to conduct daily safety briefings, and to maintain pertinent training records.

a. Completion of the Required Staff Training (RST) Program is currently a requirement for activity directors and staff. A portion of RST requires participants to complete the Basic Operational Risk Management (ORM) Course. I am adding the requirement for activity directors and staff to also complete the Intermediate ORM course if they have not already done so. Additionally, I am adding the requirement for students to complete the Basic ORM course before attending the activity. For activity directors, please note that part of the ORM course contains instructions on the requirement to complete an ORM Worksheet for activities. Please complete this worksheet at your planned activities. You can also use it to evaluate and document safety mishaps that occurred at your specific event last year, if that information is readily available.

c. In addition to the above, for all cadet activities involving flying, students and staff will view the “Ground Handling” video before attending the activity. The video is located at:

Students and staff will also complete "Essential Aerodynamics" an on-line course and test (with certificate) available from AOPA Air Safety Foundation located at:

d. For any activity that involves gliders, students and staff will complete the “Wing Runner Course” before attending that activity. The course is available at:

Wing Safety Policy S-6-1

Wing Safety Policy S-6-1 is required to be briefed to all unit members who are pilots, vehicle or aircraft OIC's, or hold CAP drivers licenses.

In addition, a copy of this policy is to be kept in each vehicle, and posted to Group 5 unit bulletin boards.

Protecting Against and Reporting Corporate Aircraft Damage

SUBJECT: Protecting Against and Reporting Corporate Aircraft Damage

1. Effective immediately, the procedures described in this policy letter will be implemented in Northeast Region, for the purpose of protecting our aviation assets and ensuring airworthiness.

2. All corporate aircraft will receive a walk around inspection following each flight activity. This includes periods between sorties if all crew members leave the aircraft for any reason.

3. CAP aircrew members (or a member of a crew) must remain with corporate aircraft while FBO line personnel provide servicing. This is especially applicable for fueling operations. Line personnel will use ladders instead of aircraft hand holds to fuel our high-wing aircraft. CAP personnel are responsible for ensuring that service providers show proper care for our corporate property.

4. No Pilot-In-Command of a CAP corporate aircraft will depart an airport with unreported aircraft damage caused by a third party. Prior to departure, CAP pilots must report damage caused by FBO line personnel to FBO management. In extreme cases, consider reporting CAP aircraft damage to airport operations management or local law enforcement officers. Realize that insurance companies may require police reports in some instances (for example, third party damage by another aircraft owner).

5. All corporate aircraft will receive a comprehensive walk around inspection prior to each flight activity. This is in addition to current requirements for pre-flight inspections, but may be incorporated into the same activity. Special attention should be given to detect any previously unreported damage, including (but not limited to) bird strikes, wing tip strikes, hard landings, scraped tails, and crazed/scratched windows. DO NOT FLY AN AIRCRAFT WITH PREVIOUSLY UNREPORTED DAMAGE.

6. Flight crews found in possession of a damaged aircraft may become liable for that damage. This is why we must all perform conscientious pre-flight and post-flight inspections. CAP crews must show due diligence and proper care for the expensive property entrusted to them. Failure to protect our aircraft could result in loss of flying privileges, or other disciplinary action, for those found derelict in their duty.

7. There is no excuse for failing to comply with these procedures. These inspections must be completed regardless of darkness, rain, cold, or other discomforts. This is simply the price we all must pay for being entrusted with aviation resources worth (potentially) hundreds of thousands of dollars.

8. Aircraft with damage (other than small scratches in paint) will be removed from service IAW CAPR 60-1. These events will be treated as mishaps (damage to property) and aircraft will only be returned to service when their airworthiness is assured.

NEW ADIZ REGULATION MAY AFFECT YOU! PLEASE READ

14 CFR PART 91.161: Requires pilots to receive ADIZ "Special Awareness Training" if they plan to fly in the DC area. This rule goes into effect on February 9, 2009.

Details of the New Rule:

The FAA is requiring "special awareness'' training for any pilot who flies under visual flight rules (VFR) within a 60-nautical- mile (NM) radius of the Washington, DC VHF omni-directional range/ distance measuring equipment (DCA VOR/DME). This training has been developed and provided by the FAA on its www.FAASAFETY.gov Web site and focuses primarily on training pilots on the procedures for flying in and around the Washington, DC Metropolitan Area Defense Identification Zone and the Washington, DC Metropolitan Area Flight Restricted Zone (FRZ). The rule is expected to reduce the number of unauthorized flights into the airspace of the Washington, DC Metropolitan Area and FRZ through education of the pilot community.

Under this final rule, each pilot who is required to complete the training course should print and maintain a certificate of training completion (the certificate can be downloaded from the www.FAASAFETY.gov Web site). When requested, the pilot must present the certificate of completion to an authorized representative of the FAA, an authorized representative of the National Transportation Safety Board, any Federal, State, or local law enforcement officer, or an authorized representative of the Transportation Security Administration. Completion of training will be recorded in the pilot's registered account on FAASafety.gov.

The following is the correct procedure for reporting your unit monthly safety meeting to Group and Wing safety officers.

1. Once a month give your required 15 minute (min) safety briefing.
2. Record attendance on a CAPF 113 or 211.
3. Place a summary of the safety briefing on your unit safety board along with a sign-in sheet for those who missed the regular safety briefing.
• Those who missed the regular safety briefing will read the summary plus any other safety information the Safety Officer deems necessary.
• After the member reads the safety information, he or she will sign off on the attendance sheet indicating the accomplishment of the require activity.
4. Note - Any member not attending the unit safety meeting may not participate in any CAP or unit function or activity until the safety requirement is completed.
5. The Unit Safety Officer is responsible for tracking member-completion of the safety requirement.
6. At the end of the month, the unit safety officer will combine both lists and forward this list and the summary of the safety briefing to Group Safety Officer keeping a copy for the Unit Safety File. This report should reach your Group by the 1st of each month.
7. This completes the unit safety officer reporting responsibility:

Group Safety Officer Responsibilities
1. The Group Safety Officer has the same responsibilities as the Unit Safety officer.
2. The Group Safety Officer will track and collect all unit safety reports.
3. The Group Safety Officer will check each unit report and forward the Group Summary and attendance list along with the unit reports to Pennsylvania Wing Headquarters marked to the attention of Wing Director of Safety.
4. This Group report should reach Wing Headquarters by the 15th of each month.

Post Flight Procedures

NER Supplement 2 to CAPR 62-2 dated 15 April 2008 is supplemented as follows:

1. All PICs (pilot in command) will conduct a complete Post Flight examination of the aircraft using Pre flight procedures for that type of aircraft. Any damage must be reported Immediately and Personally to the PA Wing Commander, the PA Wing Director of Safety, and the NE Region Commander using the telephone numbers listed in the PA Wing Supplement 1 to CAPR 62-2 dated 24 January 2008 and the NE Region Supplement 2 to CAPR 62-2 dated 15 April 2008.

2. If there is no damage indicated, the PIC will make a note in the log stating "Post Flight Check - OK" and then sign next to the "OK".
