CAP Aircraft Callsign Change

NewsMEMORANDUM FOR ALL CAP NATIONAL BOARD MEMBERS FROM: HQ CAP/MD
SUBJECT: Aircraft Callsign Change

1. The International Civil Aviation Organization (ICAO) and the FAA have changed CAP’s aircraft callsign to “CAP” instead of “CPF or CAP Flight.” The new callsign should be used in air/ground communications and when filing flight plans. ICAO and the FAA will not permit CAP to have two callsigns so we will have to discontinue the use of “CAP Flight.”

2 The pronunciation of the new “CAP” callsign is exactly how it sounds as in “baseball cap.” It should be used along with the appropriate wing callsign number. Example: “CAP 1234.” This new callsign should be included in the remarks section of all FAA flight plans.

3. Please distribute this information to all your aircrews and mission base staff. They can start using CAP’s new aircraft callsign immediately.

October 2009 Group 5 Staff & Commanders Call

NewsThe next Group 5 Commanders Call & Staff meeting will be held 11 October, 1pm, at University Park Airport in the FBO conference room.

Planning for the fall SAREX, Dining Out, and unit Self Assessments will be completed.

As usual, each unit commander is required to attend, or send representation. Squadron cadet Advisory Council reps should be there as well, as CAC will also meet during this time.

2009 Group 5 Dining Out / Awards Banquet

News

The annual Group 5 Dining Out and Awards Banquet will be held Sunday, December 6th, at the Park Hills Country Club, 219 Highland Terrace, Altoona.

Nominations are being accepted for all "of the year" awards including:

Group 5 Cadet of the Year
Group 5 Senior Officer of the Year
Group 5 Squadron of the Year
etc…

Send your nominations for awards to Maj. Rick Gray no later than 22 November. If your squadron has other awards or promotions that you would like to have presented at the banquet, please let us know.

Doors will open at 4pm with posting of the colors and introductions at 4:50pm. Dinner will begin promptly at 5pm. Dress will be formal or semi-formal attire. CAP Mess Dress, Class A, or suit and tie for males. CAP Mess Dress, Class A, dresses (no shorter than knees) or gowns for females.



Cost is $22 per person. Deadline to register is Sunday, November 22nd. Please give money to your squadron commander or finance officer.

Group 5 Supports Mid-State Squadron in Parade


Squadrons from across Group 5 came together Saturday July 11th for the annual Heritage Days parade in Philipsburg. The theme of this year's week-long event, "Honoring the Past - Looking to the Future" celebrates the many varied treasures of the community.

The Mid-State squadron of Philipsburg hosted an information booth during the downtown festival, manned by their senior members and cadets, as well as members from the Altoona squadron. This is the squadron's first recruiting and public awareness event since moving their home to the Philipsburg YMCA last month.

In addition to the Mid-State unit, members from Group 5 squadrons in Altoona, Williamsport, and State College participated in the parade where several hundred cadet pamphlets were handed out along the route.

"It was an amaizing experience to be able to command so many cadets in my hometown parade. It was a great feeling to hear my friends and neighbors who don't often see me in CAP yell and cheer when we went by." said C/Cpt Steven Lazar of the Mid-State squadron, who commanded the group of 21 cadets during the parade, with escorts Maj Rick Gray, Maj Roy Long, and 1st Lt Fredrick Rombouts. 1st Lt Geoff Knauth drove the CAP van ahead of the squadron in the parade.

Following the parade, the group headed to Medlar Field at Lubrano Park in State College for the State College Spikes baseball game vs. the Jamestown (NY) Jammers where they presented the colors during the opening ceremonies.

Mid-State Cadets Visit WPHB Radio Morning Show

Cadets from the Mid-State Squadron were guests on the Sheldon Sharpless morning show on WPHB in Philipsburg Wednesday July 1st. C/Cpt Steven Lazar, cadet commander of the Mid-State squadron, and C/Tsgt Nick Megahan spent the 8am hour with Sheldon talking about opportunities in the Civil Air Patrol cadet program, experiences at encampment and cadet leadership school, orientation flights, and the cadet leadership academy.

Sharpless, long time morning show host of the 5000 Watt day-timer AM station at 1260 on the dial, was very knowledgeable in CAP's role in site security and search and rescue, but it was the cadet program that intrigued him the most and the opportunity each CAP cadet has to fly and learn about aerospace.

The Mid-State squadron, originally based out of the Mid-State airport (KPSB), recently relocated to the Phillipsburg YMCA where they meet Tuesday evening at 7pm. The squadron still plans to maintain a presence at the airport with various aerospace activities, field training exercises and orientation flights, but moved their regular weekly meetings to the YMCA for greater exposure with the community and easier access for cadets and seniors to attend meetings regularly.

Squadron Leadership School 2009

Squadron Leadership School - June 2009

NewsGroup 5 will be hosting Squadron Leadership School on the campus of Penn State University the weekend of 20 - 21 June 2009. Squadron Leadership School provides CAP's adult members with a basic understanding of CAP operations at the squadron level and how those operations affect CAP's national missions. Additionally, members learn more about CAP customs, core values, and communications. Case studies, discussion, and group assignments are integral facets of the SLS. Squadron Leadership School is required for completion of Level Two of the senior officer training program and the Benjamin O. Davis Jr. award.

Lodging will be available at the Penn Stater Conference Center Hotel at the discounted military rate, tax free, on a first come first served basis.

PREREQUSITES: To attend SLS, officers must have completed Level One and have entered into a Specialty Track, as verified by eServices.

ASSIGNMENT AND DUTY STATUS

This regulation prescribes policy and procedures for the assignment of senior members as well as which member types are eligible for duty assignment. It also prescribes policy and procedures for suspended status which applies to both cadets and senior members. Note: Shaded areas identify new or revised material.

SUMMARY OF CHANGES.
This revision updates the duty assignment process to utilize the online system, requires NHQ CAP/DP be notified of all membership suspensions; establishes new procedures for extending membership suspensions; and clarifies what membership types are eligible for duty assignments and the requirement to certify that all records, property and assets of the duty position are properly accounted for.

PA Wing Commanders Call

NewsDue to restrictions at Fort Indiantown Gap (FIG), we have had to move the Commanders Call Scheduled for Saturday April 18, 2009 to the following Saturday April 25, 2009.

The date for this Commanders Call is selected to co-inside with the Cadet Wing Conference, also the Training Leaders of Cadets (TLC) course and an inspection of all corporate owned vehicles (COV).

The Cadet Wing Conference registration will start at 08:00 and the Conference will begin at 09:00.

The TLC course will begin at 08:00 on Saturday will conclude for the day in time to attend the cadet Dining-In. As this is a two day course the class will conclude on Sunday.

All Squadrons with COV’s will bring the COV to FIG for inspection Saturday April 25, 2009 there will be no exceptions. The COV’s must by at FIG by 10:00. Inspections will be conducted by the logistics staff during the Commanders Call and will be concluded by 1600 for those not staying for the banquet. As always all COV’s are expected to be in good working order and ready for inspection in accordance with CAPR 77-1 and CAPF 73.

The Commanders Call will be held in the same building (8-80) as the Cadet Wing Conference. We will start at 10:00 and conclude in time to attend the Cadet Dining-In. All Commanders or their representative are expected to attend but all members are welcome. The Cadet Conference will be charging a $25 Fee for both lunch and Dinner at the Dining-In. The Senior’s attending the Commanders Call are encouraged to support the cadet program by joining the Dining-In and registering for the Dining-In. pawgcadetprograms.webs.com

As you can see we have planned a full day, we have scheduled events to maximize participation. There is something for everyone. So load up the COV’s and bring as many members as possible. There are only Two Commanders Calls per year one in the fall at the Wing Conference and one in the spring at the Cadet Wing Conference. This is the perfect time to see where we are as an organization and where we are going. This will be an ideal time to give your input and ask questions.
