Interim Change Letter to CAPR 39-3

NewsThe National Commander has issued an Interim Change Letter to CAPR 39-3, Award of CAP Medals, Ribbons and Certificates. This change announces several new awards including the Col Ed Lewis Incident Staff Member of the Year Award, Col Dion DeCamp Ground Team of the Year Award, CAP Aerospace Education Teacher of the Year, and CAP Aerospace Education Officer of the Year Award. Unit nominations for these awards are due to the Wing by 15 January 2009. Mandatory NIMS Compliance

Effective 1 Jan 2009 in order to participate in missions, training or actual it will be necessary to complete certain ICS courses. It makes no difference if you are in the command, flying activities, ground activities, or support.


ICS 100 Incident Command System Overview - Open book test online.
Must be completed by all.

ICS 200 ICS for Single Recourses and Initial Action - Open book test online.
Required if you are a Team Leader.

ICS 300 Intermediate ICS for Expanding Incidents - Residence course (3 days)
REQUIRED for any IC, Section Chief, Director, Information Officer, Communications Unit Leader, Mission Safety Officer, or Liaison Officer

ICS 700 National Incident Management System (NIMS), Introduction - Open book test online.
All Mission Personnel (with the exception of GES ONLY must have ICS-700)

2009 National Cadet Special Activities

Cadet Programs

The 2009 National Cadet Special Activities are now listed online. Everything from Space Camp, National Blue Beret, Hawk Mountain Search and Rescue School, Honor Guard Academy, Air Force Pararescue Orientation Course, to Aviation Challenge and National Flight Academy and more are there for cadets and seniors to apply.

Interviews for cadet staff positions at PA Wing Encampment, PA Wing Cadet Leadership School, and Hawk Mountain Ranger School will also be conducted at this time.

IMPORTANT: You must have completed all proper forms and paperwork for each Interview/School you are planning to attend.

CAP Member To Pilot Shuttle STS-126 Mission

CAP Member To Pilot Shuttle - CAP Sr. Mbr. and Air Force Col. Eric A. Boe takes the controls of the Space Shuttle Endeavour when it is scheduled to lift off at 7:55 p.m. ET Friday from Cape Canaveral, Fla. A Georgia Wing Spaatz cadet who first soloed as a cadet, Boe's flight highlights a sterling career that has included fighter and test pilot experience in the Air Force. Boe is part of a national public awareness campaign designed to communicate and promote the value and significance of Civil Air Patrol membership. Boe's CAP connection is already drawing national attention. More details on the national public awareness initiative will come later. Cadet Activites Following Wing CAC Meetings

Cadet ProgramsThe Wing Cadet Advisory Council is proud to announce that activities for cadets will now be held after every CAC Meeting!!!

Cadets have been faced with the problem of coming to FTIG early to attend the CAC Meeting, and waiting until the Wing Staff Meeting ends so that the Officer that brought them can take them home. This new implementation was made in hopes to eliminate that problem and maximize attendance!!!

After this month's meeting, two different drill curriculums will be running....

Basic - this course will cover all basic drill movements, including stationary and marching movements. This course is recommended for cadets with the grade of C/Basic through C/SSgt, depending on the level of experience.

Advanced - for the "leaders" of Drill & Ceremonies, this course will outline the do's and dont's of leading D&C. Everything from projection to calling commands on the proper foot will be covered. Recommended for C/SSgt and above. Should have mastered performing basic drill movements.

The idea of forming a WING DRILL TEAM will be discussed as well for means of competing at the Regional Competition. If you are interested, please attend. Both these drill curriculums will have a variety of experienced, well-trained instructors in order for our cadets to get the highest,proper level of training so that they can take this information back to their home units.

November 2008 Commanders Call / Staff Meeting

NewsThe next Group 5 Commanders Call / Staff Meeting will be held Sunday 16 November at 1pm at University Park Airport. All unit commanders or their representatives are encouraged to attend. This will be the last Sunday meeting until next fall. The Cadet Advisory Council will also meet at this time, and each unit should send at least one cadet representative.

Topics of discussion will be new staff assignments, wing procedures, upcoming unit inspections, the Group 5 Dining-Out / holiday banquet, and scheduling professional development and ES training for the next year.

New CAPR 173-1 Finance Regulation, 1 October 2008

NewsPAYMENT FOR CIVIL AIR PATROL SUPPORT

This regulation establishes procedures for processing claims by Civil Air Patrol (CAP) members and units for costs incurred while participating in reimbursable missions. It applies to all CAP personnel involved in the submission and review of CAP mission reimbursement vouchers. All references to “wing” also apply to a region when the region is the unit responsible for the mission reimbursement.

SUMMARY OF CHANGES.
Establishes electronic reimbursement procedures. Updates tail number accounting procedures and aircraft reimbursement rates. Gives flexibility for meals payment up to the full government rate if another agency is paying for the mission and they authorize it in advance.
