CAP EMERGENCY SERVICES TRAINING AND OPERATIONAL MISSIONS

This regulation prescribes concepts, policies, and standards that govern all Civil Air Patrol (CAP) supervisory, ground, and flight personnel in the training, qualification, and execution of CAP operational missions. Practices, procedures, and standards prescribed in this regulation are mandatory and may not be supplemented or changed locally without the prior approval of NHQ CAP/DO. Additional guidance is found in CAPR 60-1, CAP Flight Management; CAPR 60-5, Critical Incident Stress Management, CAPR 60-6, CAP Counterdrug Operations, and other directives governing specific CAP policies. Forward all suggestions for modification and improvement of the program through channels to NHQ CAP/DO. Note: This regulation is revised in its entirety.

SUMMARY OF CHANGES.
The entire regulation is completely revised, to eliminate information duplicated in other CAP regulations, improve readability, and incorporate interim change letters. Though significant changes have been incorporated, this regulation is only an interim measure to bridge the gap until CAPR 60-3 and CAPR 60-6 are combined into one regulation that encompasses guidance for all operational missions. This revised regulation is 14 pages shorter than the previous version. To accomplish that, some of the sections from the previous CAPR 60-3 are now posted online on the NHQ CAP/DOS website. We will continue to seek ways to shorten the combined 60-3/60-6 regulation as it is being drafted to follow the standard that was established with the latest revision to CAPR 60-1.

IMPORTANT:This new version contains a completely revised CAP Form 104 for pilots and crew members. The new Form 104 consists of 4 pages with an accompaning instruction sheet and can be downloaded on eServices thru the National Web Site. It is dated Aug 09 meaning it can be used immediately.

The current 104 becomes obsolete on 30 Sept 09.

Aviation Awareness Day 2009

AerospaceThe Experimental Aircraft Association (EAA) State College Chapter 1327 will hold an Aviation Awareness Day this Saturday, Aug. 8, at the University Park Airport General Aviation Terminal located at 2535 Fox Hill Road, State College. Admission is free and the event is open to the public from 8 a.m. until noon. The event will include a display of more than 20 airplanes, free introductory airplane rides for youth age 8 to 17 and a pancake breakfast.

Altoona Squadron's First Color Guard Performance



Cadets from the Altoona Keystone Composite Squadron presented the colors at Blair County Ballpark for the Altoona Curve vs. Binghamton Mets. The Curve is the AA affiliate of the Pittsburgh Pirates. This was the squadron's first performance since reforming the color guard this summer. The cadets "...did a fine job in their first appearance at BC Ball Park." said SMSgt Hart of the Altoona squadron. Many thanks to C/MSgt Knisely of the Nittany Composite Squadron for his help in bringing the new color guard up to speed and ready for their performance. NASA Holds Briefing to Release Restored Apollo 11 Moonwalk Video

AerospaceWASHINGTON -- NASA will hold a media briefing at 11 a.m. EDT on Thursday, July 16, at the Newseum in Washington to release greatly improved video imagery from the July 1969 live broadcast of the Apollo 11 moonwalk.

The release will feature 15 key moments from Neil Armstrong's and Buzz Aldrin's historic moonwalk using what is believed to be the best available broadcast-format copies of the lunar excursion, some of which had been locked away for nearly 40 years. The initial video released Thursday is part of a comprehensive Apollo 11 moonwalk restoration project expected to be completed by the fall.

The Newseum is located at 555 Pennsylvania Ave. N.W. The news conference will be broadcast live on NASA Television and streamed on the agency's Internet homepage.

Participants in the briefing will be:

-- Stan Lebar, former Westinghouse Electric program manager
-- Mike Inchalik, president of Lowry Digital, Burbank, Calif.

Group 5 Supports Mid-State Squadron in Parade


Squadrons from across Group 5 came together Saturday July 11th for the annual Heritage Days parade in Philipsburg. The theme of this year's week-long event, "Honoring the Past - Looking to the Future" celebrates the many varied treasures of the community.

The Mid-State squadron of Philipsburg hosted an information booth during the downtown festival, manned by their senior members and cadets, as well as members from the Altoona squadron. This is the squadron's first recruiting and public awareness event since moving their home to the Philipsburg YMCA last month.

In addition to the Mid-State unit, members from Group 5 squadrons in Altoona, Williamsport, and State College participated in the parade where several hundred cadet pamphlets were handed out along the route.

"It was an amaizing experience to be able to command so many cadets in my hometown parade. It was a great feeling to hear my friends and neighbors who don't often see me in CAP yell and cheer when we went by." said C/Cpt Steven Lazar of the Mid-State squadron, who commanded the group of 21 cadets during the parade, with escorts Maj Rick Gray, Maj Roy Long, and 1st Lt Fredrick Rombouts. 1st Lt Geoff Knauth drove the CAP van ahead of the squadron in the parade.

Following the parade, the group headed to Medlar Field at Lubrano Park in State College for the State College Spikes baseball game vs. the Jamestown (NY) Jammers where they presented the colors during the opening ceremonies.
