November 2008 Commanders Call / Staff Meeting

NewsThe next Group 5 Commanders Call / Staff Meeting will be held Sunday 16 November at 1pm at University Park Airport. All unit commanders or their representatives are encouraged to attend. This will be the last Sunday meeting until next fall. The Cadet Advisory Council will also meet at this time, and each unit should send at least one cadet representative.
Topics of discussion will be new staff assignments, wing procedures, upcoming unit inspections, and the Group 5 holiday banquet.

New CAPR 173-1 Finance Regulation, 1 October 2008

NewsPAYMENT FOR CIVIL AIR PATROL SUPPORT

This regulation establishes procedures for processing claims by Civil Air Patrol (CAP) members and units for costs incurred while participating in reimbursable missions. It applies to all CAP personnel involved in the submission and review of CAP mission reimbursement vouchers. All references to “wing” also apply to a region when the region is the unit responsible for the mission reimbursement.

SUMMARY OF CHANGES.
Establishes electronic reimbursement procedures. Updates tail number accounting procedures and aircraft reimbursement rates. Gives flexibility for meals payment up to the full government rate if another agency is paying for the mission and they authorize it in advance.

* Cadet John Knisley promoted to Cadet Senior Airman after completing the required testing and evaluations required. Next he will be working on his Wright Brothers Award in which he will have to take comprehensive tests for Leadership and Drill Ceremonies. (9-18-08)

NEW ADIZ REGULATION MAY AFFECT YOU! PLEASE READ

14 CFR PART 91.161: Requires pilots to receive ADIZ "Special Awareness Training" if they plan to fly in the DC area. This rule goes into effect on February 9, 2009.

ADIZ-related Safety-Education events and tours are periodically offered at the Potomac Consolidated TRACON, Vint Hill, Virginia. Take advantage of this opportunity; learn more about the new ADIZ and receive a rare tour of a TRACON facility, see www.faa.gov for registration and information.

Details of the New Rule:

The FAA is requiring "special awareness'' training for any pilot who flies under visual flight rules (VFR) within a 60-nautical- mile (NM) radius of the Washington, DC VHF omni-directional range/ distance measuring equipment (DCA VOR/DME). This training has been developed and provided by the FAA on its www.FAASAFETY.gov Web site and focuses primarily on training pilots on the procedures for flying in and around the Washington, DC Metropolitan Area Defense Identification Zone and the Washington, DC Metropolitan Area Flight Restricted Zone (FRZ). The rule is expected to reduce the number of unauthorized flights into the airspace of the Washington, DC Metropolitan Area and FRZ through education of the pilot community.

Under this final rule, each pilot who is required to complete the training course should print and maintain a certificate of training completion (the certificate can be downloaded from the www.FAASAFETY.gov Web site). When requested, the pilot must present the certificate of completion to an authorized representative of the FAA, an authorized representative of the National Transportation Safety Board, any Federal, State, or local law enforcement officer, or an authorized representative of the Transportation Security Administration. Completion of training will be recorded in the pilot's registered account on FAASafety.gov.

New Senior Member Application CAPF-12

NewsNational Headquarters has posted an Interim Change Letter explaining the new senior member application form- CAPF 12. This form will be required beginning 1 October 2008. Previous editions of the CAPF12 will be obsolete and not accepted. The new form will require signature for the adherence of the Oath, and a witness signature as well. In addition, current members renewing their membership after 1 October 2008 will also be required to reconfirm their Oath, and may do so electronically.

Other changes include membership procedures for legislative members, Wing dues, and the 50 year service award.

The changes will be incorporated into the next revision for CAPR 39-2, CAP membership.

The new CAPF-12 may be downloaded immediately from NHQ at: level2.cap.gov
Previous editions will not be accepted after 1 October 2008.

Cadet Areospace Competition

AerospaceAttention All Cadets!!!

Here is your chance to win some amazing prizes including up to $100 off a PAWG School!

We are bringing back the Aerospace Competition!

Posters and displays will be showcased in and around the General Assembly. Judging will take place in the early afternoon and the prizes will be awarded at the evening banquet.

There are two categories:
1) Aerospace Posters (Individual or Group)
2) Aerospace Displays (Individual or Group)

The theme is:
US Air Force: Past, Present, and Future

The Rules:
1) You may participate as an individual or as a group (no limit on the number of members)
2) You must send an email to Capt Heather Sterner by Monday, September 22 with the following information:
-Name, rank, squadron of those participating
-Poster or Display
-Size of Poster or Display
-Is electricity needed for display?
-Planned arrival time at conference (Fri pm or Sat am)
3) Posters should be no smaller than 8.5x11 and no larger than a regular sheet of poster board. Any art medium can be used (ie paint, water color, markers, crayons, collage, etc)
4) Displays should be able to fit on a 6 foot folding table. Displays should be no more than 4 feet high from sitting on the table. There will be limited availabilty for power. Please specify in your registration email if power is needed. All parts of the display including any information boards and display pieces should fit on top of the table. The display needs to be able to operate by itself and all information should be able to be easily read by passerby.

5) The theme must be incorporated into the display or poster. The names of the cadets and home squadron must be displayed somewhere on the poster or display.

***We are looking for five judges who would be willing to take 30 minutes of their time during the conference afternoon to judge the poster and displays. If you are interested, please let me know ASAP.***

Training Leaders of Cadets (TLC)

AerospaceGroup 5 will be conducting the Training Leaders of Cadets (TLC) course on the main campus of Penn State University November 8 and 9, 2008.

Training Leaders of Cadets (TLC) is a curriculum for adults who implement the Cadet Program at the squadron level. This 2-day course provides senior members with a strategic perspective of the Cadet Program, leadership skills for helping youth achieve their goals, and training in how to manage a successful program.

Registration
Registration is required, and may be completed by sending a completed CAPF 17 through channels to Capt. Mike Swavely, Group 5 PDO:

Deadline for registrations is 31 October, 2008. Registration fee of $25 is required and will pay for all course materials and lunch, and coffee. Please bring your course fee in cash. This makes it easier to purchase lunch, etc.

Lodging
Lodging will we available at the Penn Stater Conference Center and Hotel or the Nittany Lion Inn at the discounted military/govt rate. Group 5 is reserving a block of rooms and will release them on a first come/ first served basis.

Uniform
Acceptable uniform options are blues (class C, no tie is fine), or corporate combos. No BDU’s or flight suits will be worn.

NTSB Probable Cause Report for Mission 06M2159A (Snow Shoe, PA)

Emergency ServicesThe National Transportation Safety Board has released their Probable Cause report for the plane crash near Snow Shoe, PA, that occurred on 10-Nov-06. The NTSB has found the determining factor of the crash to be "The builder's improper installation of an additional alternator."

2008 National Preparedness Month

MEMORANDUM FOR ALL UNIT COMMANDERS

SUBJECT: 2008 National Preparedness Month

1. September is National Preparedness Month (NPM). As a national organization, Civil Air Patrol needs to encourage members and communities to be better prepared for emergencies. The U.S. Department of Homeland Security (DHS) sponsors NPM as nationwide effort to encourage Americans to take simple steps to prepare for emergencies in their homes, businesses and schools. Throughout NPM, DHS will work with Civil Air Patrol and other organizations to highlight the importance of emergency preparedness planning.

2. NPM focuses on four main areas. NHQ will send out weekly emails to every member to help focus these efforts. We'll also conduct a member preparedness survey to determine our internal levels of preparedness to compare with a nationwide study. The focus areas are:

a. Get a kit
b. Make a plan
c. Be informed
d. Get involved

3. Additional ideas, tools and tips available at www.ready.gov. You're invited to join as NPM coalition members and get a toolkit to help with your efforts. Consider posting links to www.ready.gov on your websites, and requesting free handouts from DHS to distribute to members and their families, visitors and anyone else that could benefit from our preparedness efforts. Look for local events on the NPM calendar and consider posting your own events that are of interest to the local community. This is an ideal time for to host events for your members and communities to become better prepared while also getting the word out about CAP. The NPM website has many examples of successful ideas that you might want to consider. For example, NHQ will conduct first aid training for all employees at Maxwell AFB.
